On Tuesday (3/29), the White House Office of Science and Technology Policy (OSTP) will host a virtual event spotlighting the science behind improving indoor air quality to reduce COVID-19 transmission and produce better overall health outcomes – and how to engage Americans on the topic. This event continues OSTP’s work to advance science and technology that benefits all people. The Biden-Harris Administration identified improved indoor air quality as an important tool to fight the spread of airborne diseases in the American Pandemic Preparedness Plan last September. This month, the Environmental Protection Agency, in collaboration with other Federal departments and agencies, launched the Clean Air in Buildings Challenge and released a practical guide for building managers, contractors, homeowners, and business owners to create an action plan for cleaner indoor air. This event will encourage all people to increase their air awareness and take simple, but powerful, actions to improve indoor air quality.

President Biden’s FY23 Budget
Yesterday, the President released a Budget that details his vision to expand on our economic and fiscal progress—investing in our economy and our people while cutting deficits, improving our country’s long-term fiscal outlook, and keeping the economic burden of debt low.
As he made clear in his State of the Union address, the President is committed to working with Congress to enact legislation that lowers costs for American families, expands the productive capacity of the American economy, and further reduces the deficit: by reducing prescription drug costs and fixing the tax code to ensure corporations and wealthy people pay the taxes they already owe and close loopholes they exploit.

- The Health and Human Services (HHS) Department authorized the use of the Janssen COVID-19 Vaccine (Johnson & Johnson) for the prevention of COVID-19 for individuals 18 years of age and older, and the Biden Administration announced a historic manufacturing collaboration between Merck and Johnson & Johnson to expand production of COVID-19 vaccines.

Executive Order on the Establishment of the White House Office of Faith-Based and Neighborhood Partnerships

By the authority vested in me as President by the Constitution and the laws of the United States of America, and in order to better serve people in need through partnerships with civil society, while preserving our fundamental constitutional commitments, it is hereby ordered:
Section 1. Policy. Faith-based and other community-serving organizations are vital to our Nation’s ability to address the needs of, and lift up, low-income and other underserved persons and communities, notably including persons of color. The American people are key drivers of fundamental change in our country, and few institutions are closer to the people than our faith-based and other community organizations. It is important that the Federal Government strengthen the ability of such organizations and other nonprofit providers in our communities to deliver services effectively in partnership with Federal, State, and local governments and with other private organizations, while preserving our fundamental constitutional commitments guaranteeing the equal protection of the laws and the free exercise of religion and forbidding the establishment of religion. The Federal Government can preserve these fundamental commitments while empowering faith-based and secular organizations to assist in the delivery of vital services in our neighborhoods. These partnerships are also vital for the success and effectiveness of the United States’ diplomatic, international development, and humanitarian work around the world.
Sec. 2. Establishment. There is established a White House Office of Faith-Based and Neighborhood Partnerships (White House Partnerships Office) within the Executive Office of the President, supported by the Domestic Policy Council and the Office of Public Engagement, that will have lead responsibility in the executive branch for establishing policies, priorities, and objectives for the Federal Government’s comprehensive effort to enlist, equip, enable, empower, and expand the work of community-serving organizations, both faith-based and secular, to the extent permitted by law.
Sec. 3. Functions. The principal functions of the White House Partnerships Office are, to the extent permitted by law:
(a) to assist in organizing more effective efforts to serve people in need across the country and around the world, in partnership with civil society, including faith-based and secular organizations;
(b) to develop, lead, and coordinate the Administration’s policy agenda affecting faith-based and other community programs and initiatives and to optimize the role of such efforts in communities;
(c) to ensure that policy decisions and programs throughout the Federal Government are consistent with the policy set forth in section 1 of this order with respect to faith-based and other community initiatives;
(d) to bring concerns, ideas, and policy options to Administration leadership for assisting, strengthening, and replicating partnerships, whether financial or nonfinancial, with faith-based and other community organizations; and
(e) to promote awareness among diverse civil society leaders of opportunities to partner — both financially and otherwise — with the Federal Government to serve people in need and to build institutional capacity.
Sec. 4. Administration.
(a) The White House Partnerships Office may make use of established or ad hoc committees, task forces, or interagency groups.
(b) The White House Partnerships Office shall be led by an Executive Director and a Deputy Director. The operations of the White House Partnerships Office shall begin within 30 days of the date of this order.
(c) The White House Partnerships Office shall coordinate with the liaison and point of contact designated by each executive department and agency (agency) with respect to this initiative.
(d) All agencies shall cooperate with the White House Partnerships Office and provide such information, support, and assistance to the White House Partnerships Office as it may request, to the extent permitted by law.
(e) In order to ensure that Federal programs and practices involving grants or contracts to faith-based organizations are consistent with applicable law, the Executive Director of the White House Partnerships Office, acting through the Counsel to the President, may seek the opinion of the Attorney General on any constitutional and statutory questions involving existing or prospective programs and practices.
Sec. 5. Amendments to Executive Orders. (a) Executive Order 13198 of January 29, 2001 (Agency Responsibilities With Respect to Faith-Based and Community Initiatives); Executive Order 13279 of December 12, 2002 (Equal Protection of the Laws for Faith-Based and Community Organizations), as amended by Executive Order 13559 of November 17, 2010 (Fundamental Principles and Policymaking Criteria for Partnerships With Faith-Based and Other Neighborhood Organizations); Executive Order 13280 of December 12, 2002 (Responsibilities of the Department of Agriculture and the Agency for International Development With Respect to Faith-Based and Community Initiatives); Executive Order 13342 of June 1, 2004 (Responsibilities of the Departments of Commerce and Veterans Affairs and the Small Business Administration With Respect to Faith-Based and Community Initiatives); and Executive Order 13397 of March 7, 2006 (Responsibilities of the Department of Homeland Security With Respect to Faith-Based and Community Initiatives), are amended by:

Since the recession of 2008, American workers and businesses have suffered through the slowest economic recovery since World War II. The U.S. lost nearly 300,000 manufacturing jobs during this period, while the share of Americans in the work force plummeted to lows not seen since the 1970s, the national debt doubled, and middle class got smaller. To get the economy back on track, President Trump has outlined a bold plan to create 25 million new American jobs in the next decade and return to 4 percent annual economic growth.
The plan starts with pro-growth tax reform to help American workers and businesses keep more of their hard-earned dollars. The President’s plan will lower rates for Americans in every tax bracket, simplify the tax code, and reduce the U.S. corporate tax rate, which is one of the highest in the world. Fixing a tax code that is outdated, overly complex, and too onerous will unleash America’s economy, creating millions of new jobs and boosting economic growth.
As a lifelong job-creator and businessman, the President also knows how important it is to get Washington out of the way of America’s small businesses, entrepreneurs, and workers. In 2015 alone, federal regulations cost the American economy more than $2 trillion. That is why the President has proposed a moratorium on new federal regulations and is ordering the heads of federal agencies and departments to identify job-killing regulations that should be repealed.
With decades of deal-making experience, the President also understands how critical it is to negotiate the best possible trade deals for the United States. By renegotiating existing trade deals, and taking a tough stance on future ones, we will ensure that trade agreements bring good-paying jobs to our shores and support American manufacturing, the backbone of our economy. The President plans to show America’s trading partners that we mean business by ensuring consequences for countries that engage in illegal or unfair trade practices that hurt American workers.

In the President's fiscal year 2016 budget that he just sent to Congress last week there is a provision to remove the tax penalties for long-term unemployed individuals who make early withdrawals from 401k plans. See page 120 of the budget document, second item from the top:
"Expand penalty-free withdrawals for long-term unemployed"
Of course, this only becomes law if Congress passes it, but this is a big win for job clubs, NhN, and "ordinary" citizens being part of the federal policy making process.

I wanted to share with you that Labor Secretary Tom Perez met for 90 minutes last week with about a dozen long-term unemployed workers from job clubs and career ministries in New Jersey, Maryland, and Virginia. He learned a tremendous amount about the challenges facing many highly skilled and experienced, long-term unemployed professionals, including some who have recently lost federal emergency unemployment benefits. Secretary Perez and staff and colleagues from the Department of Labor and White House also heard some very valuable recommendations for addressing long-term unemployment from this group of workers that he already has us working on.
Please check out our blog post about the meeting and share with your networks. We want to elevate this issue as much as we possibly can, while also shining an important spotlight on the work of job clubs nationwide. So, if you get a chance and are so inclined, please do the following: (1) “like” the post on your Facebook page and/or Tweet it; and/or (2) share with your members and encourage long-term unemployed workers to share their insights in the comments section of the blog so we can collect stories. -- President Barack Obama The White House Office of Faith-Based and Neighborhood Partnerships forms partnerships between government and non-profit organizations, both secular and faith-based, to more effectively serve Americans in need. The Office does so in ways that are consistent with the guarantees of the U.S. Constitution and other laws. The White House Office of Faith-based and Neighborhood Partnerships coordinates Centers for Faith-based and Neighborhood Partnerships in various federal agencies. Each Center forms partnerships between its agency and faith-based and neighborhood organizations to advance specific goals. For example, the Department of Labor (DOL) Center forms partnerships between DOL and community-based groups to better integrate those groups in job training and workforce development programs. The Department of Homeland Security (DHS) Center helps to link DHS with community-based groups to address disaster response. Similar efforts are being implemented through Centers at the Departments of Agriculture, Commerce, Education, Health and Human Services, Housing and Urban Development, Justice, and Veterans Affairs as well as the Small Business Administration, Corporation for National and Community Service, US. Agency for International Development and the Environmental Protection Agency. Connect with Federal Centers. The White House Office of Faith-based and Neighborhood Partnerships also coordinates the President’s Advisory Council on Faith-based and Neighborhood Partnerships. This Advisory Council is a group of leaders from both faith-based and secular organizations. The Advisory Council makes recommendations on how the Federal Government can more effectively partner with faith-based and neighborhood organizations. Learn more about the Advisory Council. About the Director Melissa Rogers serves as Special Assistant to the President and Executive Director of the White House Office of Faith-based and Neighborhood Partnerships. Rogers formerly served as Director of the Center for Religion and Public Affairs at Wake Forest University Divinity School and as a nonresident Senior Fellow in the Governance Studies program of The Brookings Institution. Prior to her time with Wake Forest University and Brookings, Rogers was the Executive Director of the Pew Forum on Religion and Public Life and General Counsel of the Baptist Joint Committee for Religious Liberty. In 2008 Baylor University Press published a casebook co-authored by Rogers, Religious Freedom and the Supreme Court. In 2009 President Barack Obama appointed Rogers to serve as Chair of his inaugural Advisory Council on Faith-Based and Neighborhood Partnerships. In 2011 she was named to a subgroup of the State Department’s Religion and Foreign Policy Working Group. Rogers has testified before subcommittees of the U.S. Senate and House Judiciary Committees. She earned her law degree from the University of Pennsylvania Law School and graduated Phi Beta Kappa from Baylor University. |
