There currently are 20-24 million unemployed or underemployed Americans. As government endures fiscal challenges, more citizens are turning to community organizations, such as job clubs, to receive services. Job Clubs are mainly staffed by volunteers and members are often unemployed with 15+ years of work experience. Many members are college educated, unemployed for the first time and have been unemployed one or more years. Job clubs are forming around the country due to the millions of experienced 35-65 year olds unemployed, looking for work.
During the recent program year, 500,000 of the 22 million unemployed received training services through US DOL funding. Through the use of technology and the internet, Electronic Based Training (EBT) can be used to provide an efficient and cost effective solution to serve the unemployed with measurable results. U.S. DOL’s Center for Faith Based and Neighborhood referred New York Wired (NYW), an Albany, NY workforce focused company to a New Jersey based job club, Neighbors Helping Neighbors USA (NHN)1. As a result, NYW and NHN are partnering to deliver an online training program intended to help participants upgrade their skills and prepare for industry certifications (PMP, Six Sigma, PHR, Microsoft Office, etc.) Participants have 24/7 unlimited access for 90-days to over +5,000 online training courses accessible via NYW’s learning management system, Metrix Learning. Each Metrix license costs between $30 -$60 (volume). Training and certification through Metrix costs $100-$500. EBT (Metrix) costs 10-25% of traditional training costs $200- $7,000.
Conducted Pilot Test with Neighbors-helping-Neighbors USA 90 Day Experience ( Dec 1, 2013 - Jan 30 2014 )
Thirty (30) unemployed NHN members participated in the pilot program. NYW used technology services to enhance the pilot program. LinkedIn enabled NYW to create/facilitate group discussions and suggest customized training based on backgrounds accessible from each participant’s LinkedIn profile. Participants attended a NYW webinar to introduce them to the program via Citrix’s GoToTraining. Participants are required to complete 3 courses during the initial 30 days.
